What country would be the most practical way to build flight hours coming from the Philippines?

After i get my CPL, IR and ME, im planning to migrate to another country since aviation opportunities here in the Philippines are little to none. What countries are cheaper and easier to migrate to just to build flight hours, like being a flight instructor
